The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are fought: positive announcements are issued from different nations. Significant resources is devoted on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from enemy soil, a capability provided through current data. From witness perspectives, defense planes that had been deployed to engage hostile aerial threats flew past – modern combat jets delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems activated: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through Western nations. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes sober acceptance: possibly the incoming missile won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun engaged a unmanned aircraft close by, part of a defensive team – most likely imported technology. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.

Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, destruction and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on external assistance – a reliance that regional partners are evidently unprepared to fill in the immediate future.

Ineffective Peace Efforts

The detailed framework from Washington provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new proposal from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, no doubt, persist.

Political Considerations

It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The White House assumes that it is impossible to compel Moscow to relinquish the territory that it already controls in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through words or deeds, from believing that the status quo will not shift further in its benefit in the coming year.

Conflicting Perspectives

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but averting a complete military breakdown until situations evolve in its favour.

Existing Situation

Objectively, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a only one week to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
